Instructions

  1. Place the chuck roast or flank steak in the freezer for about 20 minutes to firm up. Slice against the grain into thin strips, about 1/4-inch thick.
  2. In a large bowl, toss the sliced beef with 2 tablespoons of cornstarch until lightly coated.
  3. Heat vegetable oil in a large skillet over medium-high heat until shimmering. Working in batches, sear the beef strips for about 2 minutes per side until a deep brown crust forms. Transfer seared beef to the slow cooker.
  4. In a medium bowl, whisk together soy sauce, brown sugar, beef broth, oyster sauce, rice vinegar, sesame oil, ground ginger, and red pepper flakes. Pour over the beef in the slow cooker. Add minced garlic and stir gently to combine.
  5. Cover and cook on LOW for 4 to 5 hours or on HIGH for 2 to 3 hours, until the beef is tender but still holds its shape.
  6. About 30 minutes before serving, add the broccoli florets to the slow cooker. Stir gently to coat with sauce. Cover and cook on HIGH for 20 to 30 minutes, until broccoli is tender but still bright green.
  7. In a small bowl, mix the remaining 1 tablespoon cornstarch with 2 tablespoons cold water to make a slurry. Stir into the slow cooker. Cook uncovered on HIGH for about 10 minutes, stirring occasionally, until the sauce thickens.
  8. Taste and adjust seasoning with more salt, rice vinegar, or brown sugar as desired. Serve over cooked rice, garnished with sesame seeds and sliced green onions.
